Cllr. Lockhart is the council’s vice-chairman and chairman of the Planning Committee. He is a retired architectural surveyor and a former magistrate. Apart from his council duties, he is a volunteer with the Epping-Ongar railway and he occasionally appears as an ‘extra’ in major TV and film productions.
He represents the Hook End and Wyatts Green Ward.
